“In the event of a total collapse of the governmental apparatus, someone in the Syrian regime might think along the lines of ‘Let me die with the Israelis’ and launch nasty weapons in Israel’s direction,’ ” the report, titled “To the Last Syrian,” said.
“In such a case, it will be difficult for Israel to respond effectively for there will be no one to deter and punish.”
The report, published by Bar-Ilan University, said Assad was not expected to drag Israel into the Syrian revolt as long his army and police remained functioning.
But Kedar, a reserve intelligence officer, said Israel must be prepared for a surprise Syrian weapons of mass destruction attack if the Assad regime believed it was facing imminent collapse.
“Israel must be prepared for such a scenario, and especially keep its eyes and ears open in light of the weapons of mass destruction in Syrian hands,” the report said.
The report said Assad would not risk an Israeli counter-attack as long as his army was functioning. Assad was said to need his air force, particularly its helicopters, to quell the revolt.
“As long as the regime has military and police forces at its disposal, it will not attempt to drag Israel into battle because Israel is liable to strike hard, in particular disabling its helicopters and preventing it from operating against the masses,” the report said.
Kedar also proposed that Israel help the opposition by sending supplies into Syrian cities. He said such Israeli assistance could influence any post-Assad government.
“To the government of Israel I would propose parachuting medicines into Syrian cities using unmanned drones,” the report said. “This would be an excellent investment for the future.”
The report envisioned several options, including a military or intelligence agency coup. Another scenario was the collapse of Syria, prompting a Sunni campaign against the ruling Alawite minority as well as a Kurdish revolt.
“If the Alawis lose the battle for the Syrian street and their control of the government, the worst will transpire for them, frenzied Sunni masses will descend on Alawi neighborhoods in Damascus, Homs, Hama and Aleppo, armed with knives, ready to detach Alawi heads from their necks,” the report said.
“The Alawis will flee to the Ansayriyyah Mountains, their ancestral homeland in western Syria, and, entrenched there, will defend their lives.”

Beijing has hailed the death of Osama bin Laden as a step forward in the war against terrorism, it is focusing on ways to boost its leverage in Afghanistan and surrounding regions in the wake of the accelerated pullout of American troops.
Chinese multinationals are also mapping out ambitious plans to get a bigger chunk of the infrastructure and reconstruction business in the war-torn nation. Ironically much of that rebuilding will be with U. S. dollar largely borrowed from China.
Beijing has adopted a low-key response to bin Laden’s demise.
Chinese Foreign Ministry spokeswoman Jiang Yu said China welcomed the death of Osama bin Laden as an “important event and [a sign of] active progress” in the global anti-terrorist campaign. She added that “terrorism is the public enemy of the world and China has also fallen victim to it.”
However, most official commentators have chosen to play down the achievements of the U.S. intelligence and anti-terrorism community. Nationalistic Chinese Netizens have even blasted the U.S. for taking out what they call an “anti-imperialistic guerrilla hero.”
In an editorial, the usually hard-line Global Times noted that given the power of the U.S. and its allies, “it should have been much easier” for Washington to get rid of the mastermind of the 9/11 attacks. The paper suggested the difficulties lie in the truncation of American soft power as well as lack of justice in Washington’s policies toward the Middle East and neighboring regions.
A commentary in the People’s Daily pointed out that “while bin Laden was buried in the spring, America’s anti-terrorist war is still going through a bleak winter.”
For the past year, the Chinese Communist Party leadership has worked hard in augmenting its influence in Afghanistan - and it seems confident that China’s position will improve if bin Laden’s death results in the further acceleration of the pullout of American troops.
Helped partly by its decades-old quasi-alliance relationship with Pakistan, Beijing diplomats and businessmen have been quietly building up relations with the Taliban and Afghan tribal leaders, as well as other power blocs in Afghanistan.

Apart from the minerals sector, giant Chinese multinationals in logistics, infrastructure and construction - in particular Cosco and Sinotrans - have made significant inroads in Afghanistan.
Chinese state companies already have several thousand engineers and laborers working on infrastructure projects in Pakistan, including areas where risks for foreigners are extremely high.
Western diplomatic analysts say Beijing is poised to extend its time-tested “infrastructure diplomacy” - which includes economic aid coupled with advanced know-how in building roads, railways and energy plants - into Afghanistan.
Apart from geopolitical and commercial interests, Beijing is concerned with stability in its northwestern Xinjiang Autonomous Region, which is home tosome 10 million Muslim Uighurs.

Inexplicably in the middle of this latest dustup China’s secretive military for the second time this year posted photos of a new jet fighter.
This time a warplane dubbed the J-15 is being featured. It is the newest attack jet with folding wings that appears set to be part of Beijing’s first aircraft carrier, which is set to begin sea trials this summer.
The J-15 photos followed the dramatic flight test in January of the J-20, China’s developmental fifth generation fighter, that was flown during the visit of Defense Secretary Robert Gates as a show of force to what the PLA regards as its main enemy, the United States.
Chinese state media showed photos of J-15 outside the aircraft production plant in Shenyang in northeast China.
The J-15 is based on technology from the U.S. F-35 that was stolen via cyberespioange from the United States through third parties in Europe.

Obama is expected any day now to sign an executive order that routs 70 years of efforts to get politics out of official federal business.
Under the order, all companies (and their officers) would be required to list their political donations as a condition to bidding for government contracts. Companies can bid and lose out for the sin of donating to Republicans. Or they can protect their livelihoods by halting donations to the GOP altogether-which is the White House’s real aim. Hundreds of Islamist Salafists defied security forces and held special prayers Friday for al Qaeda leader Osama bin Laden-
Al Qaeda, the bin Laden terror network that masterminded the deadly attack 10 years ago, confirmed its leader’s death on Friday in a Web statement and used that opportunity to taunt and threaten the United States.
The statement, which congratulates the “Islamic Nation on the martyrdom of their devoted son Osama,” repeated themes and threats made over the years in al Qaeda statements, before and after the September 11, 2001 attack on the United States.
“The blood of the mujahid sheikh, Osama bin Laden, may God have mercy on him, is very dear to us and more precious to us and to every Muslim from being shed in vain,” the statement said. A mujahid is defined as a Muslim engaged in what he considers to be jihad.
“This blood will be a curse that will chase the Americans and their agents, a curse that will pursue them inside and outside their country, and soon - with God’s help — we pray that their happiness turns into sorrow and may their blood mix with their tears and let Sheikh Osama’s resonate again.”
Al Qaeda frequently cites the conflict between Israel and the Palestinians in its pronouncements, and it did so again, saying America “will neither enjoy nor live in security until our people in Palestine live it and enjoy it.”
“The soldiers of Islam in groups and as individuals will continue to plan and plot without any fatigue, boredom, despair, surrender or indifference until you receive from them a cunning misfortune that will gray the hair of the child even before he gets old,” the statement said.

Obama is beavering away on a vehicle mileage tax requiring all vehicle miles to be electronically measured and per mile taxes levied. More than 500 U.S. CEOs polled by Greenwich, Conn.-based Chief Executive magazine based their opinions on numerous factors, including regulations, tax policies, work force quality, education resources, quality of living and infrastructure.
While the Golden State came out on the bottom, Texas topped the magazine’s “Best & Worst States” list for the seventh consecutive time.
Texas was followed, in order, by North Carolina, Florida, Tennessee and Georgia.
Ranking 46th through 49th in the rankings were Michigan, New Jersey, Illinois and New York, respectively.

UN human rights chief Navi Pillay on Thursday called for “a full disclosure of the accurate facts” to determine the legality of the killing of Al-Qaeda leader Osama bin Laden.
“I’m still for a full disclosure of the accurate facts,” Pillay told reporters in Oslo.
“I think it’s not just my office but anybody is entitled to know exactly what happened,” she added.
Pillay’s declarations come a day after US Attorney General Eric Holder told a Senate hearing the raid during which bin Laden was killed “was lawful and consistent with our values.”
“The United Nations condemns terrorism but it also has basic rules of how counter-terrorism activity has to be carried out. It has to be in compliance with international law,” she said.
“For instance, you’re not allowed (…) to commit torture or extra-judicial killings,” she explained.
The White House’s changing story over the attack has raised doubts about US assurances that the US special operations forces sent to bin Laden’s lair in the Pakistani garrison town of Abbottabad were prepared to take him alive.
“If he had surrendered, I think — attempted to surrender — I think we should, obviously, have accepted that,” Holder told the Senate committee.

A push for the attack had been going on for weeks and months pitting Leon Pinetta, Hillary Clinton, Robert Gates, David Patraeus and Jim Clapper against Obama adviser, and uber-leftist, fellow Chicagoan Valerie Jarrett who is reported to have repeatedly blocked the idea convincing a dithering Obama to repeatedly delay to the point where there was fear Osama could be alerted and flee.
It has been since leaked that Hillary Clinton threatened to release details of Obama’s indecision and ineptness; David Patraeus said he’d order the compound’s bombing using bunker busters and B-2 stealth bombers, and that Leon Penatta OKing the attack on his own authority without Obama’s knowledge in something akin to a staff revolt.. That came to be supported by Clinton and others.
